Move action within conditional statement

Describe the Bug with repro steps

1. have a conditional statement with HTTP action in one of the conditions, nothing in the other condition
2. save the logic app
3. navigate back into the edit pane with the preview designer
4. try to move the action from one condition to the other

Action will not move.

Switch to the original designer and it will move without issue.
