test: retry “get pods by prefix substring match”

Reason for Change:

To address observed E2E flakes in "get pods that match a prefix substring" usages, this PR converts all of those to async/retry implementations.

Issue Fixed:

Requirements:

• uses conventional commit messages
• includes documentation
• adds unit tests
• tested upgrade from previous version
