Pre-downloads Azure CNI 1.0.28

• (no longer pre-downloads Azure CNI 1.0.25)

Pre-pulls a newer version of tiller:

• gcr.io/kubernetes-helm/tiller:v2.13.1

Pre-pulls new versions of cluster-autoscaler:

• k8s.gcr.io/cluster-autoscaler:v1.16.1
• k8s.gcr.io/cluster-autoscaler:v1.15.2
• k8s.gcr.io/cluster-autoscaler:v1.14.5
• k8s.gcr.io/cluster-autoscaler:v1.13.7
• k8s.gcr.io/cluster-autoscaler:v1.12.8

Issue Fixed:

Requirements:

• uses conventional commit messages
• includes documentation
• adds unit tests
• tested upgrade from previous version
