fix: VHD release notes should output the kernel version at end

Reason for Change:

The kernel version may be updated by apt-get dist-upgrade -y during VHD CI, so we need to output the kernel version to our release notes artifact at the end of the VHD CI script instead of at the beginning, or we may note a version of the kernel that is not the actual version on the VHD OS.

• tested upgrade from previous version
