test: stop testing 1.12

Reason for Change:

Now that 1.12 is no longer supported we need to disable it from the jenkins allow list.

Issue Fixed:

Requirements:

• uses conventional commit messages
• includes documentation
• adds unit tests
• tested upgrade from previous version
