feat: cluster upgrade operations upgrade pause image

Reason for Change:

Use latest pod-infra-container-image on both deploy and upgrade operations.

Issue Fixed:

Fixes #3686

Requirements:

• uses conventional commit messages
• includes documentation
• adds unit tests
• tested upgrade from previous version

WIP while running validations.
