chore: Update docker version in VHD to fix log rotation issue

Reason for Change:

As part of #3641 the default for the api model was moved to docker 19.3.11 and the update for the VHD was missed.

Issue Fixed:

Requirements:

• uses conventional commit messages
• includes documentation
• adds unit tests
• tested upgrade from previous version
