test: remove tiller addon from PR E2E cluster configuration

Reason for Change:

This PR removes the tiller (helm v2) addon from the PR E2E cluster config, as we don't want to suggest that we recommend using helm v2 over helm v3.

Issue Fixed:

Requirements:

• uses conventional commit messages
• includes documentation
• adds unit tests
• tested upgrade from previous version
