feat: updated network monitor version to newer release v0.0.5

Reason for Change:

Improve cni network monitor. Added new functionality in network monitor to report discrepancy in L2 rules to mds server.

Issue Fixed:

Requirements:

• uses conventional commit messages
• includes documentation
• adds unit tests
• tested upgrade from previous version
