Update the project status of AKS-Engine to announce the deprecation of the project and the final version of Kubernetes that will be supported.
Reason for Change:
To notify prospective users of AKS-Engine that there is a better option for building self-managed Kubernetes clusters on Azure, Cluster API Provider Azure, and they should either not adopt this project or determine plans for migrating to a different set of tools for building self-managed clusters.
