Is APIOPS a replacement for "Azure API Management DevOps Resource Kit"?

Please describe the feature.

I have been using "Azure API Management DevOps Resource Kit" to automate our APIs, versionsets deployment to Azure api management, since the devops resource kit will get retired by end of 2023, How could we use APIOPS for automating the creation of versionsets, apis using ARM templates?

You can't. This is a different tool with different approach. Please make sure to spend some time reading the associated github page as well as the associated wiki to better understand the tool. Also feel free to take a look at some of the closed issues which serve as good knowledge base if you face issues along the way.
