Azure function app not starting up locally

Repro steps

Run func start in the folder of python function app.

Expected behavior

Expected behaviour is start a local version is started, where the endpoints are displayed.

Actual behavior

The function does not start, and does give an error. This is occuring for all different function apps on my system, whilst they did work previously (16th of january and before)
