Runtime version reporting for JS is now implemented in the perf automation: Azure/azure-sdk-tools#4092

Since it requires using npm@8 and running rush deploy before npm ls, I think this code should live in the automation rather than the JS perf framework, and the feature should be removed from the JS perf framework.
