We are moving to use vitest in JS SDK, however, the following spec
https://github.com/Azure/azure-sdk-for-js/blob/main/documentation/Quickstart-on-how-to-write-tests.md is still using Mocha which may cause confusion for DPG onboarding.

Please Update Quickstart-on-how-to-write-tests.md for the new test framework change
