Description

To support #1730 We want to have a built-in support for australian frequencies

Acceptance criteria

Add support for AU915-928 frequency plan #1730
Australian frequencies should be manually tested #1912
- Upstream is working
- Downlink is working
- C2D is working
Australian frequencies should be unit tested #1911
Australian frequencies should be documented #1923
~~ [Stretch] The frequency plan support DwellTime ~~

We decided to remove the dwelltime support for the first AU915 support, this will be tackled in #1932
