Benefit/Result/Outcome
So that tier 3 instances are easy to deploy and so that the user interface is consistent with all aspects of the system.

Description
The user interface currently supports T0, T1, and T2. When issue #10 is complete we can add a user interface for T3.

Depends on issue #10.

Acceptance Criteria

Multiple tier 3 instances can be deployed from the user interface.
Documentation is updated.
