Brief description.
Add a way for the representative to select multiple/all resource and update their state if they have a next state in common.

Desired functionality acceptance criteria

Group resources by organization ( - "No organization" if they are not linked an organization)
Add a dropdown
Add a checkbox and current state to each resource
Add change state button/modal
If no common states show error
