BEE2 version: 2.4.40.2

Description of the bug:
All Old Aperture styles use block stairs for disconnected stairs despite "Allow Block Stairs" being disabled.

Here's the individual styles, 1950s, 60s, 70s and 80s in order

Expected behavior:
By disabling "Allow Block Stairs", Old Aperture should not use the solid stairs, but should instead use the regular, piston and spring powered stairs.

Clean, Overgrown, BTS and Portal 1 all behave correctly

Steps to reproduce:
Disable "Allow Block Stairs" checkbox on Item Properties and create a chamber with stairs
