Description of the feature

Currently the conductive plate is placeable in the exact same ways a button is placeable. I think it would be interesting if the conductive plate were placeable as a surface modifier, like a portal magnet or tiled surface.

Why should this be implemented

Theoretically this would allow the conductive plate to be placed over elements such as angled panels, track platforms, piston platforms, and flip panels to apply the functionality of a conductive plate to that element. The potential gameplay applications for such a feature are innumerable, as it introduce an input that can be conveniently (or inconveniently) relocated without the use of lasers.

The problem with this is that the conductive plate surface is raised up slightly, so things would clip through it, and it'd also cause problems with embedded items like funnels. Perhaps this could be included in #3882 by treating the conductive plate as a partial block, so items would be shifted upwards to sit on top of it.
