For mean absolute error loss there is not a single layer, but it can be expressed by a composition of layers and setting the loss weight to 1; see #686. Giving the differences to a Reduction layer set to absolute sum ASUM with loss_weight: 1should do it.

I don't now what a fusion layer is.
