Description

Made it so non-salvaged power armor requires a special trait and is buffed.
Added a sanity check on gang name colors.

How Has This Been Tested?

Tested locally with no issues.

tweak: Minor edit to HOS vault headset.

Gang Color Sanity and minor description change to vault headset.
Pushing WIP stuff to be looked at.
Adds pa_wear to BOS members that should have it.
Makes PA Unpushable+Unstunable. Make it work.

add the granter book to vendors too, like most trait books are

Adam pointed out it should probably be in a vendor, added.
