Prevent users from being spammed with errors/warnings when multiple rows have the same issues.

Merge all errors/warnings with the same table-column-rule pair together.
Rename “rowNumber” to “rowNumbers” and make it a list of row numbers.
Only include the first row in the “row” field.
Only include the first “invalidValue”.
Only use the first instance for the message field.
