Verbatim elevations with en dashes, prime marks, or apostrophes are not parsed correctly

Sometimes verbatim elevations include en dashes (to indicate a range), prime marks (to indicate feet), or curly apostrophes (to indicate feet). These are not interpreted correctly by the converting function. parseVerbatimElevation() only accepts hyphens as range indicators and ' (or any word starting with f) for foot indicators.
