Currently a quote uses your local time, using whatever time setting your client uses. Instead all message should use the same timezone, so that people actually know when something happened. On top of that, it prevents leaking your timezone and therefore possible locations.
So instead of this (which happens to be GMT+1):
> Marcel 15:23:12
> Message
we'd want: UTC (GMT+0)
> Marcel 14:23:12 UTC
