Do not remove message from chat if someone removes it

Why

You will see removed messages. Some plugins for standalone discord implement this

Implementation hints

Implement it like blocked user messages, but with Removed message text instead of Blocked message

I decided against implementing this. If you want this on a server of yours, use a bot for it.
