Sitemap should include static pages

Describe the inaccessible feature
Currently the sitemap is only for journals, and does not cover the static pages. These need to be included.

Preferred Solution

Site map in two sections, one for static pages, and one for journals (as current), this is due to the expectation that the journal sitemap may be very large, so allows the static pages to be found without getting lost amid the journal ones.
