Garden Cloche does not idle properly when its output is full #2719

Description of the issue:

I have been using LagGoggles around my base to track down what might be slowing down my server and I noticed this:
When the Garden Cloche's output is full it should idle itself.

Idle:
2018-01-04_13 39 52
Processing:
2018-01-04_13 40 18
Output full (and crop fully grown):
2018-01-04_13 57 40
2018-01-04_14 29 58

Versions & Modlist

Minecraft: 1.12.2
Forge: 2583
IE: 76
Mods: list.txt

I might have improved this slightly, let me take a profile.
EDIT: Bear in mind that if you power it with redstone it will be better than idle I think.
