Optional target rate hours if min and/or max rates specified

Describe the feature

If a min and/or max rate is specified for a target rate sensor, it would be good if the hours were optional. If hours are not specified, then the most amount of slots should be found that meet the requirements.

Expected behaviour

• Weighting cannot be set if hours are not set
• If hours are omitted, then min and/or max rate must be specified.
• If hours are omitted and continuous, then the longest continious slot that meet min/max rates should be reported
• If hours are omitted and intermittent, then all slots that meet min/max rates should be reported

Use Case

Want to turn on/off a device for as long as possible above/below a certain threshold.

It doesn't feel like a continuous sensor is applicable in this scenario and therefore this could be covered by a template sensor.
