feature request: button panel for server mgmt

I have an idea/ feature request. I think I'd like to replace #server-mgmt on discord with a button panel somewhere.

I think it would be nice to have a message with the following buttons:

Restart Main
Restart Training
Restart Offnight
Restart Event

shitty mockup:

When clicked they would check for PID files and restart. If a PID isn't found, they would start the server.
Responses/user feedback could be sent ephemerally.

stopping the server we would do via the existing command in #bot-management

this means we could pin this control panel in #staff-tech or something instead of having another channel only for the commands.
