Bug Type:
TPS/Lag issue

Bug Description:
Place a zone planner in the world and access the GUI, soon you should experience massive lag.
(This issue was found on an SMP server)

Log Crash Or Picture / Demonstration of The Bug:
n/a no crash log produced, just bad timeout issues/tps issues

Any Extra Mods Installed:
Direwolf20 - FTB
(Some mods updated for crash issues: EnderIO, CoFH core, buildcraft)

Buildcraft Version:
6.2.3

Forge Version:
10.13.2.1231

@rob5251 - Could you please check with this build? I highly improved the performance (though scanning now takes a while longer - it only scans 4 chunks/second and not 20... but that's not the only performance improvement I did)

Remember to place the Zone Planner again, since it won't automatically restart scanning.

Tested on localhost with no major lag spike or crash, will test on my actual server soon and get back to you. :)

Tested it on my server, still causing quite a spike. Not as bad as it was before, but still fairly bad.
Had another player test digging around while I accessed the GUI. As soon as I access the GUI there was a big lag spike.

WAILA issue. I'm going to make an official announcement at this point, I've had enough.
