Allocate new storage resources for the Adoption team's static site.

Background

We will need to allocate space within our storage accounts for the Adoption team to use. Let's make sure this is properly provisioned.

Action requested

Create a storage account for use by the Adoption team. The static site will be hosted from here. We can also choose to use space in the existing storage account for our dev environment, as listed in the Foundations folder, if this turns out to be more prudent.

Acceptance Criteria

The following should be implemented in Terraform:

• New frontend storage account created
• SAS policy set up
• File storage for hosting set up and ready to go
