Terminal state notifications re-sent if events arrive late #19

Notifications intended to be generated in terminal states are resent even if the affected job already was in a terminal state before the event arrived. In fact, the intention behind the terminal state functionality implies the Changed flag.

This will be fixed in the next release.

Code changed in branch_3_2. Needs also merge to branch_4_0 before release.

Upon discussion with users, it was decided that this behavior is considered OK after all, as the CHANGED flag van be easily specified explicitly if required, and there is perceived value in receiving notifications on late-arriving events even after the job finished.
