Cannot edit default contractor resource after changing APD years

Clicking the "edit" link on a contractor resource causes the page to go blank. Users cannot proceed until they reload the page.

Reproduce

1. Open an APD
2. Change the fiscal years for the APD
3. Attempt to edit a contractor resource

Workaround

1. Create a new contractor resource
2. Delete the offending contractor resource

This task is done when...

• users can edit contractor resources after changing APD fiscal years

The problem is that we don't update the contractor hourly rate data structure when the APD years are changed; we only update the contractor total annual costs.
