In an effort to improve the accessibility of the rich text tools in eAPD we should enable the Help guide available as a plugin to TinyMCE

Rich text areas in eAPD announce "Rich Text Area - Press Alt + 0 for help"
Pressing Alt + 0 inside a tinymce/rte brings up a modal with help documentation
