[Dev] Update affiliations backend

Due to the redesign of the State Admin panel, the affiliations endpoint now needs to send back user data and have filters for pending, active, and inactive.

Feature -
Update the endpoint to also retrieve user data for the affiliations. Create filters for pending, active, and inactive.
