Outcomes and metrics fields are too small

The outcomes and metrics, as small as folks are keeping them, are too large for the single line text field we've provided.

Let's provide a small paragraph field, no RTE options, with NO character limit for this section and see how that works to start.
(Use the paragraph box style that is currently under Activity Overview.)

This task is done when...

• the above is agreed on
• the character limit is determined (no character limit)
• the boxes exist in the code and design/product checks to make sure it looks and works right in practice.
