[Dev] Helpful changes to Key Personnel help text and fields

1. Remove this help text from under the Key Personnel heading:
   "List relevant state contacts. If this is updating a previously submitted APD, the information will be prepopulated. Review to ensure that it is correct."

2. Remove this first line of text under KP and PM header as it may be misleading.
   "Identify key state staff who will be involved in all activities listed in this APD."

3. Change bullet points to this text:

1. Key personnel are individuals who are directly involved with governance, coordination, stakeholder decision-making, oversight, and/or performance of the activities as they affect the state’s Medicaid program. They may also be individuals who are involved with all or most activities within this APD vs one single activity.
2. Staff whose responsibilities apply only to specific activities will be entered directly in each relevant activity.
3. Key personnel costs entered here are represented in the budget in Activity 1: Program Administration, at the 90/10 split.

Change example text to:
Program Manager, Director, HIT Coordinator

4. After you choose "add key personnel" change the header "Additional APD Point of Contact" to "Additional Key Personnel"

5. After you choose "add key personnel" change the help text to: Provide the name, email, and role for this key personnel. If applicable, provide the individual's total annual cost (including benefits) and their allocation to the overall project work.
