Project Code of Conduct

This is from an issue in the website team, but I think a community code of conduct should be adopted for the entire project. We can definitely start with this:

The only thing I would add to this is adding a standard like this:

Every new number in the data that we collect, share, display, and visualize represents a person, family, and community who has been deeply affected by the COVID19 virus. When referring to numbers of tests, positive results, and deaths, use a language of reverence and respect.
