Lots of Perl::Critic issues #1311

When additional Perl::Critic Policies are installed, the t/perl-critic.t test reports lots of issue.
A lot of issues from Perl-Critic-OTRS
and even some from Perl-Critic-Nits
setting theme=core would make these go away even if the extra policies are installed.
