[F10-3] User guide does not correspond with the actual implementation

In the user guide, updatestatus is stated to be a function that the Police officer is allowed to use, however in the application it is restricted and locks the Police officer out of using the function.

To Reproduce
Steps to reproduce the behavior:

1. Log in to PO1
2. Use the 'updatestatus po1' command
3. A message saying that the user is not authorized to use the command appears

Expected behavior
'po1 is now free for dispatch' is expected from the User guide.
