Describe the bug
Rank system not working for add_milestone

To Reproduce
Steps to reproduce the behavior:

  1. add_milestone i/2 m/Complete Sections 8.1 to 8.6 r/2
  2. add_milestone i/2 m/Complete Sections 8.1 to 8.10 r/1

Expected behavior
The Rank 1 milestone should be at the top.
