Setting the upload limit to 10kb/s stops the transfert altogether

My roommate and I have both installed OneSwarm and added each other through the local network.
We then transferred a big file and noticed that if the sender set his upload limit to 10kb/s, then the transfert drops to 0kb/s.
The issue could be reproduced with another sender/receiver pair.
