Missing or no data in some date in many countries

I was cleaning data for analysis, but I found that data are missing on various dates:
In an example like this:

in this image data is missing for Date: 2022-01-11 and after that in Date: 2022-01-12 a very high spike can be noticed.

There can be 2 possibilities :

1. In Date: 2022-01-21 data the data of Date: 2022-01-11 is also added up.
2. Or, the data is missing for Date: 2022-01-11.

Whatsoever,

• If it is missing that I then fill it in by calculating the average of previous and after missing date data.
• But, if it is added that I have to reduce next-day data and put it in missing value.

Which one is it, can you please help?
