Summary:

USF Carshare is no longer operating:
https://www.enterprisecarshare.com/us/en/programs/suspension/university.html

We should remove the layer.

Steps to reproduce:

Look at Layers view

Expected behavior:

Don't show the carshare layer

Observed behavior:

The car share layer is still there.
