That way users can set custom command prefixes.

Example (from Alkali):

[Alkali] !config prefix ~
[CactusBot] Prefix updated to "~"
[Alkali] !cactus
<No response>
[Alkali] ~cactus
[CactusBot] Ohai, I'm CactusBot! :cactus
