Key Question:
Does incumbency make a difference to local ward electoral results?

Theory
If the candidate is an incumbent does this make it more or less likely that the same person will be elected? Or is it more or less likely for a party to be re-elected if they are already elected in the area?

Task
Start to look for correlations between the incumbency and the 2018 election results.
