PIR Payload Length Wrong

In the ASCOELIT_IR868LR_Payload for port 20, there is a check whether the payload length is 3 characters long in base64. The actual payload is 3 bytes[1], which correspond to 4 characters in base64 (4*6 = 24 bits = 3 bytes).
