Drag-and-drop area look-a-like on "Create a school" - levels 2, 3 and 4

Description: When creating a school with a sponsorship level of 2, 3 or 4, there are several image and video upload buttons that look like drag-and-drop areas, but the feature is not available
Preconditions: Admin is trying to create a school profile
Steps:

1. Login as admin
2. Click on "Settings"
3. Mouse over "Entities"
4. Select "School"
5. Select Sponsorship level 2, 3 or 4

Current result: when dropping a video or image file over the grey area, the file is not uploaded
Expected result: when dropping a video or image file over the grey area, the file is uploaded
