Here are the various ways you can contribute to the Catalyst Project.
To help develop an existing planned feature, simply contribute to the branch where the feature you wish to work on is being developed.
Create a GitHub Issue and select the Feature Request template and describe the feature you want added.
You can create a pull request with a new feature. If it's unfinished, mark it as such. Before merging it will be tested.
