If there is not stat file (csv) present during conversion paQP->QCONF, FC warns user and then adds empty Stat structure to QCONF, which causes ANA to fail when run on this QCONF.

Possible fix would be to regenerate stats like it happens in BOA, but then format converter would need also original image.
